Does anybody have a contact with Microsoft who can help me set up Microsoft Volume License (VL) agreements to be able to apply for a new ADT4T subscription?

I am at two weeks and over twenty emails/submissions with Microsoft trying to get Microsoft Volume License (VL) agreements to be able to apply for a new ADT4T subscription for an Educational Institution, and I have gotten a "Can't help you with your request, try this webpage with links" almost each time. Sometimes the link is a 404.

Incredible incompetence. Almost unbelievable.

Does anyone have a real human contact who can help me with this issue? I'm trying to get enterprise volume licenses for WIN10EDU and SERVER19, but KIVUTO won't let me set that up without a VL license number from Microsoft being set up first.

That didn't help at all. That page is garbage. All of the "contact us" links at the bottom just take you to PDF's comparing plans. Can SOMEONE PLEASE GIVE ME AN EMAIL ADDRESS OR PHONE NUMBER of someone in the Microsoft World who can help me buy an EDU Enterprise Volume License?

Sheesh.
