I had the same problem in Mac. I uninstalled the clipper extension, and reinstalled. It worked.

after last update windows 10 10.0.16299.64 Version 1709, onenote clipper cookies errors =>
"Please allow third-party cookies in your browser or add the [*.]onenote.com and [*.]live.com domains as an exception."
all made cookies working in Google Chrome and microsoft edge

You can add the live.com and onenote.com to trusted sites if you are having the issue when using Internet Explorer. Check if it will help resolve your concern when trying to use the OneNote Web Clipper on the said browser.

is that really a sollution? why is microsoft developing such crap?
I did bypass via "share"-> OneNote - this way it is working - I'm not using "Web Clipper" any longer as not stable ...
Same issue with Safari on iMAC
Version 11.0.2 (13604.4.7.1.3) - Safari Extension 3.7.2
What is the right procedure valid for Safari?
