A good while ago I found a bug where VS2019 wouldnt allow me to publish a single file by right clicking on solution explorer files.
I alerted MS and it got fixed.
Things were fine for a while then same bug appeared again and alerted MS again and it got fixed.
A couple of weeks back the same bug has appeared again !
Its seems someone at MS keeps re-introducing the bug.

May I know if you have got any chance to check my answer? I am glad to help if you have any other questions.
If you start up VS then load in a web project.
Then right click on a file to publish it the publish option doesnt appear.
The only way I can get it to publish is to click on publish then preview then cancel.
The right click publish option then appears.

Can you share us some reproduce steps about the issue?
I suggest you update your Visual Studio to the latest version and check if it persists or not.
