Excel and CTRL+SHIFT+0 in Windows 10

Hi Microsoft Support team. 

Is there a permanent fix to resolve the situation with Excel and Windows 10 whether the CTRL+SHIFT+0 no longer works?

    The short cut CTRL+SHIFT+O (capital O not  zero 0) opens cells with comments.

    It works for me

    This has been a problem for a long long time.  Previously, though, after some serious spelunking in the Control Panel*, it was possible to correct the behavior.  But that fix has now evidently been broken.

    * you had to navigate to get down to a screen like this:

    It used to be that one of the Ctrl + Shift radio buttons was clicked, so you changed it to Not Assigned.  However, they both now start off as Not Assigned.What has always been odd is that in Excel, Ctrl + Shift + 9 always worked as it should.  The problem has always been with Ctrl + Shift + 0 (zero).
