Drop down list scrollbar problem while using Right-to-Left sheet in Excel 2016

Hi

I have a problem about the drop down list when using a right-to-left sheet.

When I try to create a drop down list, the scroll bar will be disappeared and this strange black ribbon covers some parts of list.

Only when I put the cursor on the list itself, I can see the items on the list. In addition, if I try to scroll down in the drop down list, I am once again unable to see the items on the list.

I tried to disable the hardware acceleration, following an old question instruction, but unfortunately it didn't work.

Is there any way to fix this?

thank you so much.
