I'm having trouble warping my dash lines.

Warping is an effect that can be applied to Word Art.  Of course, that art could consist of a series of dashes to which you could apply a warking effect by expanding the Text Effects dropdown in the WordArt Styles section of the Format tab of the ribbon that will appear when a WordArt object is selected and then selecting the Transform item on the Text Effects list.
