Yes. Text boxes are not linked by default. If you create a new publication and it has a text box that has too much text to display you will see a small box with three dots attached to that text box. Hover over that box with your mouse and the tool tip will tell you 'text in overflow'. Click on that box and a pouring pitcher icon will appear and if you click and 'pour' the excess text into another text box then the two boxes will be linked the text will flow between those two text boxes.
If you select the first text box > Text Box Tools Format tab > linking group > click the break command, the overflow link will be broken. You can see this with the text boxes that are linked in your booklet publication. Click on any of the text boxes prior to the last one and you can break the link to the next text box.
