Is your question about SQL Server on Azure VM, and if so, can you please share details on what networking and other IaaS components are part of the solution?
If this is Azure SQL Database (PaaS), are you using Data Replication or Data Sync?
Azure SQL Database (PaaS) Always On Availability Groups does not support 'Always On' with an On-Premise instance.
However, 'SQL Server on a VM' support Active Directory domain-independent clusters.

Azure SQL Database (PaaS) 'Always On' Availability Groups is primarily supported by Azure Paired Regions and the high bandwidth networking between these paired regions to fail-over sets of databases at a time.
