Microsoft Access 2016: mouse scroll wheel does not work

Cannot use mouse to scroll through records in Microsoft Access Forms 2016.

 Mouse scroll wheel works ok in Access Tables but no longer works to scroll through records in Access Forms.

Has not worked since September 2017.

 What needs to be done to resolve this problem ?

    Funny, I can scroll forms and reports but not tables. Really annoying.
