Balance Sum Range without Creating Circular Reference

Hi,

I have a Data Set with Department Costs. I have a separate calculation that is not based on the same Department Cost Data Set that gives a grand total of Department costs.

I sum the Department Costs by Department but want to take the second grand total and force the difference of the sum of Department Costs to one department. How can I do this without creating a circular reference?
