I use to be able to use splits screen with OneNote and Google Chrome, but now I cannot adjust the size of the panels without OneNote reverting back to just one of many applications on a screen.

I had this problem, but I just figured it out.

If you look at your OneNote screen just by itself, it will not get smaller after a certain extent.

Initially, I had the settings to where it always shows me the sections and pages, but I turned that to "hide all." Now, I can reduce the size of OneNote to less than half the screen, like normal.

Hope this was similar to your problem and that it helps!

The problem I had was that the two parts of the screen wouldn't snap together as on my previous computer (this also allows you to re-size the two parts of the scree).  In 'view > window', clicking on the pin 'always on top' seems to solve the problem.
