To achieve that layout, you would need to use a table (as shown in the screenshot below, where I have left the borders in place so that you can see the layout)
The number (11) should be provided by the use of the Heading 1 style with the numbering linked to that style by setting it up as detailed on the following page of the late Shauna Kelly's website:

Doing that will then allow you to have the correct numbering applied to the following headings in the chapter.
To save having to set up the table each time, and also the ensure uniformity of the layout, you should copy and paste the table at the beginning of each chapter and then edit the contents. Or, you could create a formatted autocorrect entry that contained that table which would be inserted when you typed chapter and pressed the ENTER key (as an example)
To get the entry in the Table of Contents however, you are going to need to use TC fields, rather than linking the Heading 1 style to the first level of the Table of Contents.
