SQL Server 2012 on Azure Failover Cluster Instance

Can anyone confirm if SQL Server 2012 is supported on an Azure Windows Server 2016 Failover Clusters? (Specifically the quorum configuration) The documentation seems to indicate that only SQL Server 2016 onwards is supported for quorum witness configurations but I can't think of any technical reason why this would be?

    So after logging a call with Microsoft it turns out this was a documentation error. The documentation has now been updated to remove the SQL restrictions on quorum resource to leave just the OS support requirements.
