Excel Data Validation H43 cannot be blank if B43 is not blank

Best way to make this happen - Data Validation, Conditional Formatting, VBA?  I can't seem to get this to work.  If any value is entered into cell B43, then H43 also requires a value.  Nothing required in H43 if B43 is blank.

    Select H43 cell and Click on Data | Data Validation | Data Validation and set the setting as below:

    Now Click on Ok.

    If the above is not suitable for you then, I would like to recommend use the Conditional Formatting.

    • Select H43 cell
    • Click on Home | Conditional Formatting | New Rules | Use a formula to determine which cells to determine
    • Now use the below settings and choose a fill color as Red by clicking on Format button

    This will act as: if the B43 cell contains anything and not blank then H43 will mark as red. If you enter anything in H43, then it will remove the red background.
