Access 2016 Rows& Columns grayed out

I am trying to insert padding between controls on a form in Access 2016 but the entire group is grayed out. Help!

    In design view select all controls in the form by pressing Ctrl+A, and right click to open the shortcut menu.  Then select Remove Layout.  You will then be able to select and position controls independently.

    You mean on the ribbon? Are the Controls grouped? This would be shown by a dotted line around the controls.
