Windows Server 2016 doesn't show the logon screen

I have a virtualized Windows Server 2016 on VMWare ESXi that is giving me trouble accessing. The problem is that when I hit Ctrl + Alt + Del, a blue screen appears with some dots spinning and it never asks for my credentials.
I can't even access through Teamviewer, Anydesk, VMWare console, etc. The only way to do it is through remote desktop.
When I try to access via Teamviewer or the VMWare console, the server speeds up a lot when trying to access the login screen.
I've been reading a bit and I think it has something to do with the LogonUI.exe , but in the event viewer I can't see anything related.
I tried the commands:
sfc /scannow
DISM
chkdsk
Home Repair.
Could someone help me?
