For some reason, my Western Digital external hard drive does not back up my OneDrive folder on my Windows 10 laptop (the OneDrive folder is backing up fine to the Cloud). So, I put copies of all the files I really care about into a second folder, which the hard drive does back up. So, every time I change one of those files in the OneDrive folder I have to copy it and paste it into the duplicate folder. Is there a way to have a file I change in the OneDrive folder automatically make the same changes to the duplicate file in the second folder?

That is odd that it can't be backed up. Did you look at the links in my previous post? They may automate the copying for you. In fact, you may not need the software that your external drive is using if the above software works as intended.
I looked at the OneDrive folder permissions. Every action is allowed for the SYSTEM, me, and the laptop computer on which the folder resides. Unless I'm missing something, everything seems set to allow the folder contents to be backed-up to the external hard drive.
It should be able to be backed up since it is just a folder on your hard drive. Perhaps check the permissions of your OneDrive folder.
Aternatively, there is third party software that duplicates folders, such as:
