Excel Permissions Error Message

Suddenly received Excel error message "Can't Open File"...may be locked, in use, or don't' have sufficient permissions.  No changes have been made to this file since last used, on my iPad Pro, and I am the only account holder.  

Solicit suggestions how to open/recover?

    Hi, 

    Please try to reset your sign in credentials and try it again. Here's how to do that: 

    Reset credentials:

    Close all the Office apps:

    1. Go to Settings.
    2. In Settings, tap to select Excel app
    3. Under RESET, tap Reset Excel.
    4. Slide to enable Delete Login Credentials.
    5. Start Excel app.
    6. Sign in using your Microsoft account.
    7. Now try editing and verify if you are able to edit and save files.
