I am often sent photographs in PNG format. Without buying expensive software, is there a facility in Windows to convert them to JPG? I have Photoshop Elements

The only "image" (cr)app that comes with Windows 10 is the "Photos" applet. Take a look and see if it offers the option to 'SAVE AS" to a new format. (Sorry, I can't test that, all of my "metro" Win 10 (cr)apps don't work right now ... <sigh>). I doubt it offers that option but you should check.
I would expect that Photoshop Elements would offer the feature.
If it doesn't, then you will have to find a free alternative. AA has suggested looking in the MS Store. There are many other free and low cost options available on the web. Personally, I've used IrfanView for several years. It has many image manipulation/editing options.

In regards to your question, there are free applications and software that you can use in converting PNG to JPG. You may check Microsoft store for Image/Photo converter. With Simple Photo Converter, you can choose one or more photos and convert them to other image formats.
