You will have to change the task to Auto Scheduled from Manually Scheduled. Then you will be able to put constraint.
MS Project 2016 - Constraint Types
My constraints types are greyed out on the project. I am trying to create a list of items that must be completed over a fixed duration. Here are the settings in File - Options - Schedule
