OneNote 2016 Opening New Sections Continually

Every time I open OneNote 2016 it creates and opens to a new section.  To get rid of it, I just simply delete the newly created section.  It's not terribly annoying but I want to know how to stop it.  I can't find "Create a New Section Upon Open" setting anywhere.  Does anyone know how to turn it off and have it stop creating a new section every time I open OneNote?

    Right click on one note in systray icon, in menu, select one note icon defaults and select "open OpenNote" as default

    If it doesn't help I suppose it's by design.

    It's part of Office Suite, but its through a VDI connection.

    Do you have issues with OneNote windows app or OneNote part of Office suite?
