Paste-Transpose option is missing?

I'm working in Excel 2016 and am trying to Paste-Transpose numbers from a row from one workbook into a column in another workbook.  The workbook I'm pasting to does not have the option to transpose when I click the paste drop down.  Oddly enough, I do have the option in other workbooks I have open.  Anyone have any idea why that might be?

    We need additional details to address your concern about using the Transpose option. Kindly answer the following:

    • Which Windows build and version are you using?
    • How are you accessing the file, using a browser (Excel Online) or using the Excel desktop app?
    • If it is the Excel desktop app, which version is it?
    • Can you send us a screenshot of what you’re seeing when you click Paste or if you right-click the mouse after copying the data?
    • Is it a shared file?
    • Did you make any changes before this issue happened?
    • What troubleshooting steps have you done so far?
