Table - Allow row to break across pages is NOT checked, but keeps breaking across pages

Table Properties > Rows > Allow row to break across pages is NOT checked, yet I keep getting rows broken across pages. 

For example, Column 1 will also be on the next page (blank) along with Column 2 Box 1 and part of Column 3.

I've toggled the "Allow Row to Break" setting in all cells, in just Column 1 or Column 3. I've toggled the Paragraph settings - keep with next, widow/orphan control, etc. It still breaks.

    Hi Michelle,

    This issue might have something to do with every rows in the table set to repeat the Header Rows. In this case, we suggest that you follow the steps below:

    1. Select the heading row or rows that you want to repeat on each page.The selection must include the first row of the table.
    2. Under Table Tools, on the Layout tab, in the Data group, click Repeat Header Rows.
    3. In the table, right-click the row that you want to repeat, and then click Table Properties.
    4. In the Table Properties dialog box, on the Row tab, select the Repeat as header row at the top of each page check box.

    Thank you for the response. There is a separate header row that is functioning properly. We manually broke up the table for now.
