Global Changes to a Excel Document

For some time I have been looking for a simple global way of making changes to Excel spreadsheet price lists from various Vendors.

I would like to know how to globally affect a spreadsheet so I can separate the rows with the chosen border style without doing this row by row or column by column.  I have one vendor that has more than 24,000 line items so by the time I would "try" to make the desired border adjustments a new price list would be released.

How were the rows chosen to apply the specific border styles?

Excel is better dealing with numbers. To the best of my knowledge while it may be able to pick up that a border has been applied, I don't think it can pick differnt colors or styles.
