I might close this. I just opted to pay for paid support plan will see what the engineer says.
MPN ID is invalid or that I do not have access to it.

Tried doing chat support and unable to look closer as I am just on a trial for now. I using my global mpn key
Have confirmed I followed all steps at https://learn.microsoft.com/en-us/azure/active-directory/develop/troubleshoot-publisher-verification
And checked that all these are true...
Ensure these prerequisites are met before you proceed
- Your organization has enrolled in the Microsoft Partner Network (MPN) program and completed the vetting process in Partner Center.
- You are signed in with an account that is authorized to make changes to your organization's Partner Center account.
- Your organization has verified ownership of at least one custom domain in Azure AD using DNS verification, which must also match the domain used during vetting in Partner Center.
Pretty new at this setting up this app and trying to do publisher verification.
