How do I setup Publisher so I am working offline?

    Yes.

    But it is not easy. Between Win10 and Office 2016 MS REALLY wants us to make us dependent on them for everything.

    You still have to log in 365 once a month to maintain your activation status, but you do NOT HAVE to use Onedrive.

    Is it okay to delete OneDrive?  I do not want anything from my computer saved offline unless I direct it to do that myself.

    You have to keep all of your files on the local drive, including anything you are copying from. In Publisher (and other Office applications) you can set it to default to the local drive instead of OneDrive

    File menu > Options command > Save option > turn on "Save to Computer by Default".
