Remove Paragraph Not Working

When I type paragraphs or lines, etc., I don't want to add a line after the document.  I want to double space.  So, I have Remove Space After Paragraph and Remove Space Before Paragraph set.  All of a sudden it's not working.  I changed to Add for both and it's doing the same thing.  Then I changed back to Remove.  It's still adding an extra line after the paragraph.  The only time it doesn't is when I'm typing bullets.

Why is this happening all of a sudden?  Was there an update to Microsoft Word 2010 that caused this?  How do I fix it?  I really don't have the money right now to upgrade to Microsoft Office Professional 2016 right now.

    Rather than depend on these buttons, go to the Paragraph dialog (easiest way is to right-click and choose Paragraph...) and choose your desired settings. Better still, define a style that has your preferred settings and apply it as required. See also

    See Suzanne's response. This is not a bug or something to be repaired. It is how Word works, at least since Word 2003. It frustrates people who expect Word to act like a typewriter.
