Excel 2016 network shared document locked by user

I understand that any Office document accessed on a network share when being edited by a user will have an error or window saying," File in Use

[document_title).xlsx is locked for editing

by 'USER'

Open 'Read-Only or click 'Notify' to open read-only  and receive notification when the document is no longer in use.

My problem is the user is not always correct and it defaults to the same 'USER' every time regardless of who is using the file. So if USER_B has the file open and editing the share it will say locked by 'USER'

How do I fix the file in use to display the correct user. Using O365 office 2016 installation.

Oh the file is shared on Server 2008 R2
