Steps needed to create virtual desktop in Azure cloud

Hi,

we have a client who need two win10 virtual desktop to use as QuickBooks server and client machine.
They are currently office 365 tenant with Business premium license. They want to capability to map drives between both VDIs and setup remote access vpn to access the VDIs from internet.

Can you please guide where should I start and sequence of steps required. I also want to find out what basic VDI configuration can I setup like type of machine or SKU

Steps I am looking for is like

create resource group
create vnet etc
