Initialization of the data source failed.

I am trying to use "New Query" to refresh data from a webpage but get the following issue: "Initialization of the data source failed. Check the database server or contact your database administrator. Make sure the external database is available, and then try the operation again. If you see this message again, create a new data source to coneect to the database." This is Microsoft Office Professional Plus 2016 edition. I am trying to set up a new query in office 2016 (not opening a file from a previous edn)
