Office Online apps missing

All of our organizations access to Word Online, Excel Online, etc. are missing from portal.office.com, and any launchers that appear across Office 365. I have verified that user accounts have a valid E3 license, and that the toggle is enabled for Office Online under their licensing section. 

Any idea how these tiles could be disabled? I cannot find any information on how to disable them, aside from one article with out-of-date information explaining how to set the default application for opening files from SharePoint (not applicable).

Would you please go to Admin center > SharePoint > Settings, check whether you have select Show as below:
