IRM Configuration Error - Failed to verify encryption

i am trying to test Azure RMS Message encryption and it is not working: below are the commands i tried:
Connect-ExchangeOnline
Get-IRMConfiguration | fl AzureRMSLicensingEnabled
Test-IRMConfiguration -Sender MeganB@contoso.com
below the error i am getting:
Any idea what is this error, below are my RMS configurations
