IRM Configuration Error - Failed to verify encryption

i am trying to test Azure RMS Message encryption and it is not working: below are the commands i tried: 

Connect-ExchangeOnline  
Get-IRMConfiguration | fl AzureRMSLicensingEnabled  
Test-IRMConfiguration -Sender ******@contoso.com
