remove panning hand

How do you remove the panning hand from the vertical scroll bar in Word?  I am not sure how it got there, but often it is there in place of the up arrow.

    I don't believe you have to have a touch screen to enable Touch mode (see https://support.office.com/en-us/article/turn-touch-mode-on-or-off-90e162b1-44f9-434f-bc2b-9321c989ea6e), but it seems to have been introduced in Office 2013, so I guess it's irrelevant.

    My computer is not touch-screen, so I assume it is in mouse mode.  The touchpad works.

    Do you have Touch mode enabled rather than Mouse mode?
