I am not sure if anyone else has experienced this issue.
I am working with Excel 2016. I'm working with small amount of data, precisely 2662 records (lines). I have a column (G) called Has Breach with True or False values.
When I filter for False values, at the bottom left corner of Excel (highlighted in red), it says 2311 of 2662 records found. However, at the bottom right corner of an Excel, when I count the number of items in column A or G), the Count returns 2310 records when I highlight all the filtered items.

The issue is row 19 in your file, because the row height is 0. Do as follows:
Remove the Autofilter
Select rows 18:20
Right-click and set the row height to 20
Apply the Autofilter
After that the count is the same as the number of filtered items.

i do not have a dropbox account. i have uploaded sample data here. I hope this helps. I have not seen or identified white spaces. the first column (A) is unique. Has breach column has true or false data. it will be interesting to know if it's not a bug.

This does not have to be a bug, it is possible that one of your selected cells contains a "null string" or something similar and this cell is not counted.
Please check your result by selecting the same cells in the filtered column. I guess you'll see the same number in that case.
