ctrl+a not working in restrict editing

Good afternoon,

I created a document to where the header can not be edited in Word 2016. I did this by creating a continuous page break at the top of the document right below the header. Afterwards, I configured the restrict editing option of the document to allow editing to all other parts of the document. Whenever I try to copy all with the ctrl+a shortcut key in the editable portion, nothing happens.  All other shortcut keys are working normally ctrl+c, ctrl+v, underline, bold, etc. Are there any limitations to ctrl+a once the document has been restricted? Thanks for your assistance.

    Hello Carlos,

    If you restricted editing for filling in forms this could happen, yes.

    You would not need a section break to restrict editing no changes (with exceptions) and anything could be selected then.
