office file in protected view cannot directly open after download from web server

Is it true that I cannot directly open a download office file if it is in protected view.

    Protected View is a read-only mode where most editing functions are disabled. You can open a file directly, read a file, see its contents and enable editing while reducing the risks. There are several warning for Protected View you can refer to this support article:

    Hi thanks the answer. We had tested, when downloading a file, there are three options: Open, Save, Save As. When the office file does not in the protected view, they can be directly open during download. But those in protected view cannot be directly open. They need to be save first. Then you can open it and do whatever you want. We would like to have a confirm from Microsoft, is it a normal behavior of Microsoft Office files. I have google, there are several post talking about downloading office file from outlook which have similar behavior. But we are downloading from an application in Websphere.
