Insert Note missing from right-click menu for Excel Cell

I am running Excel as part of Office 365. I am on the monthly update channel. Current version is 1901 build 11231.20130

Insert, delete and edit Note have recently disappeared from the cell right click menu. Was this by design or is this a bug?

For the non-collaborative way I use Excel, I prefer simple text box notes versus new conversational comments. Is the missing notes capability a bug? Or is there an option I cannot find to add note capabilities to the cell right click menu?

If I try to edit a note in the comment system, I am offered the option to convert all notes to comments which I do not want to do. If I click help I am sent to a page that implies note capabilities should still exist. Note the reference to "New Note on the Review tab." This does not exist for me.

    A reboot that installed updates fixed the problem. The excel version number did not change.

    I checked two other infrequently used systems and they did not show the reported problem. I decided to reinstall office on system showing the error and started with a reboot. I was surprised that the reboot messaged update installations because this system is restarted daily, including earlier today. Not sure what was installed but after reboot excel was working with both notes and comment capabilities. I would list what was installed, but nothing lists in the locations I know about.
