One Note Ruler Issue on Desktop

I recently discovered OneNote on my new Windows 10 computer. The ruler comes up but at a 45*. I've found on line about touch screens being able to move it. There was another, that had posted about scrolling the mouse. I don't have a touch screen and the mouse does nothing other than move the text underneath. 

I also saw that there was an update that may have caused issue with this feature. 

It's rather nice, if I'm able to get it to work. 

Any suggestions? Please and thank you in advance.

In the OneNote app for Windows 10 Microsoft sort of "forgot" to allow moving the ruler with the mouse, although this is possible in other ink/sketching apps using the same ruler. At the moment the only option to move and rotate (and thus actually *use*) the ruler is a touch screen and finger gestures.
