Missing all Wizards from Access 2003

I have an Asus desktop with Win 7 Pro running Access 2003 and the program runs perfectly.  I have 2 licensed copies of Access 2003 so I loaded the same Access 2003 onto my new laptop running Windows 10 and it seems like half the program is disabled or broken.  None of the Wizards work to create tables, forms and reports, and it's impossible to create button controls to use on forms.  Attempting to use the code builder for Event Procedure causes the program to crash.

I have twice reinstalled 2003 and it still does not run correctly.  What can I do to fix this?

    Try running Access as Administrator once to see if that doesn't allow it to configure itself properly.  To do so, you'll need to navigate to the msaccess.exe file and right-click on it and select Run as Administrator.  I've seen this fix a few installations in the past.  Hopefully it will help you.

    Yes, I've tried setting up compatibility mode to run as Windows 7, but same problems arise.  For instance, trying to create a command button in a form results in error:

    Undefined function "AppLoadString" in expression

    The button is created on the form but if you attempt to use the code builder in Event Procedure the program crashes.

    This smacks to me that some or all of my object library is corrupt, missing, or never installed although I have checked my references and the DAO library is checked.

    Not sure where to go from here.  I have Office 365, but frankly can't stand it, or Windows 10 either for that matter LOL.  If I could downgrade this laptop back to Windows 7 Pro I would do it in a heartbeat...

    Did you set up the use of Access 2003 in a "compatibility mode" Windows 10 environment?
