I want to share an excel spreadsheet with co-workers so that they can work off the form together.  I know this can be done on google drive but how can I do this with outlook?

Thanks for your attention to the forum.

Outlook express is no longer supported by Microsoft, since this thread is in Office 365 for business category, if you are using Office 365 subscription plan, I suggest that you may try Outlook 2016 desktop version of Office 365 to get better experience.

For Office 2016, you can share the whole workbook to others via: Open the Excel document you want to share->File->Share->OneDrive of your Office 365->change share level and add a message, then click Outlook->edit the share invitation messages which including sharing link for that document, and send to the recipient. If the document is already saved on OneDrive for business, you may right-click the document->Share
