missing option during adjusting local time zone windows server 2008 r2 enterprise

hi All,
my O.S : windows server 2008 R2 enterprise
it's working as virtual machine
I have the problem of missing the option of : automatically adjust clock for daylight saving time,when i adjusted my server to local Egypt time zone (UTC+2.00) Cairo.
it make a difference of one hour on my client
when I tried to choose another time zone settings like :(UTC +2.00)DAMASCUS,it's appeared and time adjusted on client .
but i want to fix my local time zone (please see attached images),how can i do that ,is it related to registry?
i have another server and client ,its local time zone is adjusted
