I finally got it figured out after piecing together bits and pieces from multiple sources.

Windows 10 Home - 64 Bit. Office 365 subscription, 32-bit.
If I try to insert a form I using the VBA editor I get the error "Component is not correctly registered."
This is what I have tried to fix the system: register FM20.DLL from SYSWOW64 that didn't work. So I tried from SYSTEM32. That didn't work. So I re-registered from SYSWOW64.
I refreshed Office 365 - that did not work.
So I called 365 support. Level One not only did not have a clue about what I was talking about. I had to explain to the barely-English-speaking person what the problem was four times and she still didn't get it right. So she put me on hold for 10 minutes and then I got a message saying that they were closed and to call back during business hours and the line went dead.
The original agent called back and I was on hold another minutes until she came back and told me they *were* closed and that I need to call professional services and pay to have the defect fixed because 365 support doesn't support "macros."
So that didn't work.
I have an application that could really benefit from being able to use the functionality that I am supposed to have. It works with other computer in the house except the machine where it counts.
As an aside, I can use Active-X components on a worksheet.
Has anyone else seen this problem and more importantly , fixed it.
This feature has never worked on this machine and I was hoping that several Windows Updates and Office 365 Updates might have fixed it.
