How to reverse both series values when reversing categories

I am using Excel 2016.

I have a horizontal bar chart (see screen shot) with associated table. I have created a secondary axis to overlay the green bars on top of the grey bars.  When I "reverse" categories to have them start from the top, instead of from x axis, the values of the primary series (grey bars) moves with the category change, but the values from the secondary axis (green bars) does not move with the categories.

Any advise to get the secondary series data to move with the primary data when I reverse the categories?  I have read some related posts for older versions of excel and can't quite figure this out!

    You need to add a second category axis too, and specify that the categories are listed in reverse order for this axis. Excel may spontaneously set the horizontal axis to cross at maximum category, set this to Automatic.

    After that, you can delete the primary category and value axes.
