SharePoint not allowing file delete when site has exceeded storage limit??

We have reached our storage limit on SharePoint.  Easy enough, right ... we're long overdue for some file clean up.

Except when I try to delete a file, SharePoint returns the message "This site has exceeded its maximum file storage limit.  To free up space, delete files you don't need and empty the recycle bin."

The Recycle Bin in SharePoint is empty.

So, I need to delete files to free up space but it's not allowing me to because I don't have enough free space???

Any assistance appreciated!

    Hi Russ,

    In this case, we would like to suggest you increase that affected site collection's storage limit first to see the outcome. Please navigate to SharePoint Admin Center and choose that affected site collection>click Storage Quota. For more detailed information, please refer to the following article:

    Thank you.  Our quota was set to an extremely low level by default and I was able to increase it.
