Excel Maps Counties Overlapping

I have a table of all US states and counties.

For a few of them Excel Maps isn't placing counties correctly, I've noticed the issue on a few counties. In this example it is placing both Craig county Virginia and Roanoke county in the same location. When I filter to Craig county it is correctly placed but when I show all counties (some aren't showing at all) Roanoke sits over Craig county and overrides it.

To check if this issue is related to map creating, please create this map again to see the outcome. If this issue still exists, to check if this issue is related to your data, please check your data to make sure your date is right. 

Besides, please share with me more info as below:

  1. The detailed version number of your OS(Click Win+R>type CMD>OK) and Office(File>Account>Product Information).
  2. Does this issue happen to other data?
  3. The detailed steps about how do you create your map.
