@Obele,Ikenna,US-St. Louis , For ipad device, we need to make sure the operating system is Apple iPadOS 13.0 and later which is supported by Intune. Please check if it meets the requirement.
I notice the issue occurs during download phase, we suggest to change to other network and check if the management profile can be downloaded successfully under Settings. Here is a link for the reference:

However, if the issue still persists, please collect the following information to clarify:
- How many devices are affected? Is there any device is working? we can compare with them to see what is the difference.
- Did we configure any device restriction in Intune portal?
- What is the error now after we change the network and try again during enrollment?
- Which enrollment method we choose for the affected device?
