Forms "share to collaborate" does not work

I have created a Form in O365 and would like anyone who has the URL to collaborate on the form. However, when I paste the generated form URL to a browser window (where I am NOT logged on to O365), I am taken to the MS Forms website, not the form that I just created. If, however, I paste the generated form link to a browser window where I have a logon session with O365, the link works.  Any idea why this happens? It seems that the browser has difficulty understanding the redirect URL. Thanks!

Hi Virtualkevin,

First we need to log on account to be in session to use the shared Form link to collaborate on Form.

Please follow the steps below to clear your browser's cache and check if there is any improvement:
