Transform CSV to change file origin

I have a bunch of files that have special characters rendering incorrectly when I open them. I used the text from CSV option to transform the data to UTF-8. All of the files were fixed, but they have all reverted back to their original origin. Now when I try to use the text from CSV option, they either don't import (nothing happens when I click "get data"), or the data is all misaligned.

Is there a reason the files reverted, or a reason why I can no longer change the file origin correctly? It won't even work if I re-save the original files. Any thoughts would be appreciated!

    I think you will obtain your best help by uploading a copy of the original csv file (with sensitive information removed), to some sharing site (eg. OneDrive, DropBox, etc) and then posting a link here.  Also indicated the version of Excel being used.

    To help us better understand your situation, we'd like to confirm some information first.

    1. Would you please provide some screenshots of the symptom with us?
    2. Does this problem happen to all the CSV files you have? Please try creating a new one and check the result.
    3. You said that the CSV files are all reverted back to their original origin. We'd like to confirm whether the CSV files are missing in the current path after you get the data, or you can provide more details to help us confirm the situation.
    4. We also want to confirm your excel version, you can check it in Excel > About Microsoft Excel.
