Hi, 

I am employed as an IT administrator in 3 primary schools. Last year I opened office365 accounts  for 2 schools and everything works perfectly. I recently opened an account for the third school. After registration we got License a5 for faculty (trial) automatically, so i immediately canceled it.  We want License A1 for faculty as in the previous two cases. When I try to access the purchase services (https://admin.microsoft.com/AdminPortal/Home#/catalog) as a global administrator or as a billing administrator, I get the following message: It looks like you don't have permission to make purchases. Please contact your admin.

After that, I'm redirected to the other page where the next message is:

You can try refreshing the page to solve the problem. You can also wait a few minutes and try again.

If the problem does not go away, please submit a Service Request.
