Server in read-only mode

We are using Project Online 2016 and have an issue where a user that did not upload a project file is unable to edit those specific projects. They can open and view the project, but when they click the "check-out" button in the top of the client, they get the below error. I have tried multiple permission configurations, but nothing seems to work. Projects that the users have uploaded themselves do not have this issue. Additionally the projects that we are experiencing issues with were first create in Microsoft project client software and saved to the users machine. They were then uploaded to PWA, not sure if this has created the issue. 

We have out PWA site set up so that the projects do not create their own sites, so there are not site level permissions that I can, or want to, manage.

    Do the affected users still encounter the error message "Server in Read-Only mode"? Let us know if you need further assistance.

    Hi Chris,

    To better assist  you, we would like to know more about the situation to better understand it. Could you please provide the below information?

    1. A screenshot of the error message. Can the affected users access the project in PWA via browser and do they encounter the same issue there?
    2. If you create a new simple project via your Project client and then upload it, does the issue occur? If yes, please share the sample project with us via Private Message I have just sent to you? Does the issue occur to all the users who do not upload the projects themselves?
    3. Regarding "We have out PWA site set up so that the projects do not create their own sites", for us to try reproducing the same environment to test and investigate, please share with us the detailed steps and related screenshots about how you set up the PWA site in question.
    4. Detailed steps and related screenshots about how the affected users encounter the issue on client.
    5. Your Project version and build information. Reference: About Office: What version of Office am I using?  Please share with us its screenshot and mask your account information and company information to protect your privacy.
